it is a turbulent 24 hours ahead. heavy rains tonight and tomorrow freezing temperatures and slick roads. over. good evening, i'm mark suppelsa. i'm micah materre. severe weather is our top story, seen around the country tonight on wgn america. wgn's tom skilling is monitoring it all from the weather center tonight. . > we are getting a much clearer picture of nature's second act in this unusual play. extraordinary record-breaking temperatures today. 63 degrees. smashed the old record set 99 years ago in 1914. it was as warm as 65 degrees today in wheaton. there have only been

10 days warmer than this in many many years. winter storm warnings to the west and tornado watches and warnings to the south. we will stack up about 226 but other areas will get more. this is on the ground and it is frozen below the systemsurface. and it has nowhere to go but to run off. here is the next act. temperatures are dieting in the west. precipitation changes to snow to the west. you can see this rain at midnight and the morning rush hour and the rain snow line is three here. we could get accumulating snow

tomorrow afternoon. we have some thoughts on how many inches and we will be back with that in this broadcast. things are slow with reports of 60 minute delays at the airport. you've heard of fire drills. tornado drills. about a gun massacre drill? in the wake of the sandyhook school shootings in connecticut, a northwest suburban high school is planning to run a very realistic preparedness drill tommorow. that's where wgn's sean lewis picks up our story. as students left the high school this afternoon the talk of tomorrow's drill was already on their minds. > we are doing a code red, which is a lockdown. . > this senior is ready for the coat read drill which will put the school on a simulated

lockdown for 20 minutes. not simulate it will be the gunfire they hear. police officers will use blanks so that students can hear what a real gunshot sounds like. > supposedly the teachers do it on it today and they are ready. we have never done a drill like this. code yellow but who knows? just in case, in case something happens. we have seen what happens. we do not know. > it is the first time this district has used the gunfire in this type of drill. students locked inside their classrooms and an announcement is made. > there will be simulated gunfire in order to help our students and staff know what it sounds like coming from another part of the building. should an active scenario shooter take place there will be able to identify that as quickly as possible. . > reactions from stoodparents is

mixed. some do not understand why this drill dealing with the potential of gun violence has to use the gun to make the point. > it is not to shock anyone. it is purely to let them know what it might sound like down the hallway from where they might be. we plan for fire drills and tornadoes. for instance during a fire drill one might have a simulation of fire where you go to one door you normally use and there will be a block there and students told to go somewhere else. but there is no way to do that without having the sound. > counselors will be there to talk about anyone who has trouble with the drill. a letter sent home to parents encourages parents to talk to students about their feelings. now living in a world where a fire drill seems to be a lesson from years

gone by. two fatal shootings in chicago this afternoon.. one involving a 15-year old girl who had just left king college prep school. her name: hadiya pendleton a sophomore at king who went with friends after class to a park on 45th and oakenwald avenue. she was shot in the back about three blocks away from the school. a 16-year old boy was wounded in the shooting. an armed man ran toward the group of people she was with and opened fire before running away. earlier, around noon, a shooting at 75th and champlain took the life of devin common. his mother telling reporters he's her second son to die by gun violence in chicago. two other men with him were shot and wounded. chicago police superintendent garry mccarthy reflected on today's shootings saying this: i am not pleased with this. the fact is we've will continue to refine our strategies and i need to draw a distinction between strategy and the structure of the department which is the method of delivery of the

strategy which is what everyone has been talking about we will rollout a couple more strategies quickly because we have officers we are freeing up from behind desks. yesterday mccarthy was one of a dozen or so big city police chiefs and sheriffs who were summoned to the white house where president obama asked them to urge lawmakers on capitol hill to pass an assault weapons ban, as well as a ten bullet limit on magazine clips. a north suburban school bus driver lost control of her vehicle and slammed into cars over a nine-block stretch of road. the driver suffered some kind of medical emergency around two-thirty this afternoon near oakton and milwaukee in niles. the bus swerved into opposite lanes, hitting five cars, forcing one off the road and into a house. there weren't any students on the bus, and no one was seriously hurt. charged with raping two loyola university students in their dorm rooms, 18-year old colin kennedy, a freshman from california. both victims knew him. prosecutors say he told each victim he was locked out of his dorm room and then spent the night with them. that's when

they say the rapes occured. kennedy is studying international business. he's now being held on 300-thousand dollar bond. still ahead: hours from his release. as former governor george ryan prepares to leave prison, a look back at the case that sent him there. last night, it was a group of bi-partisan senators, now the president unveils his version of immigration reform. what he'll do if congress fails to act. chicago's bedbug problem is tops in the nation. what aldermen are doing.

at this time tomorrow night former governor george ryan will be out of prison, released after serving more than five years for political corruption. wgn's julie unruh has been covering his legal case from the very beginning. she joins us live with a look at how the he went from the governor's mansion to a federal pprison and now a half-way house. julie? before heading home to kankakee, george ryan must first report to a halfway house in chicago. he may be here just a few weeks or a couple of months before home confinement is a consideration. but how did he get here? it all

he could have spent the twilight of his life with family. he was a man at the top of this game preceding world wide attention for his moratorium on executions like and for commuting his game receiving worldwide attention for his 1999 moratorium on executions in illinois and for commuting more than 160 death sentences in 2003. instead, that same year, after leaving the governors office, ryan was dodging cameras endlessly-he found himself in and out of court on racketeering and fraud charges that would scar his reputation, empty his savings, and ruin his retirement years because george ryan wanted a trial. he hired friend and powerhouse defense attorney dan webb to represent him. the 2005 i am absolutely not guilty of those charges. the 2005 trial lasted about 7 months. in that time defendant ryan declined to testify, but more than a hundred witnesses

were marched in and out of court to tell their version of the licenses for bribes scandal that plagued illinois. ryans former chief of staff scott fawell took the stand. so did countless others including former republican senator phil gramm. in his testimony, the one-time presidential hopeful referred to ryan as a political prostitute. i am hoping the result is the truth comes out to ... two people who did not take the stand: rev. scott willis and his wife janet. the parents, who on november 8, 1994, voted to re-elect george ryan before hitting the road with six of their children in their van. that van burst into flames killing all six kids aboard and setting off the 'operation safe roads' investigation that would, in the end, bring down george ryan. the truck driver involved in the accident got his license illegally through ryans secretary of state office. the lengthy trial was complicated by questionable jury deliberations, giving ryan, or so he thought grounds for appeal. in the end illinois 39th governor was guilty on all counts and he was forced to served his full sentence, getting out early this week for good behavior. by his side everyday in court, ryans loyal wife, lura lynn. she was frail but present, supportive in every

way. when george ryan said goodbye to civilian life in november of 2007, he also said goodbye to his wife of 50 years. in june of 2011, lura lynn died while ryan was serving time. this week, george ryan will re-enter society here at the salvation army on chicagos near west side. far from a fresh start for inmate #16627- 424, more like the end of a very sad chapter. several chicago aldermen are looking to crackdown on what they're calling a public nuisance. bedbugs. two city council committees considered today a proposal that would make landlords responsible for hiring licensed professionals to terminate bedbug infestations. those who dont, would face fines of up to one-thousand dollars a day. condo and co-op boards would also have to prepare pest management plans. tenants would have to notify landlords if

theres a bedbug problem. i think the ordinance as it sits now is one-sided forcing the property management to do everything and there is no responsibility built in for tenants they don't want it to get worse and it is important that we be proactive and get something on the books. there are lots of other cities that do have ordinances and i think it is important that chicago does as well. orkin pest control recently said it does more bed bug treatments in chicago than any other city. if the city council ends up passing the measure, it would go into effect in ten days. next: president obama lays out his plan for immigration reform. what chicagoans think about the president's proposed path to citizenship. also, the police department at the center of the trayvon martin case looking to hire a new chief from chicago's northwest suburbs.

battalions chinese japanese west indians, the huddled masses who came through ellis island on one coast and angel island on the other. those folks before they were cross, and they were them. the president said if congress is unable to act in a timely fashion, he'll propose his own immigration legislation and demand lawmakers vote on it. he wants a path to citizenship for 11 million undocumented immigrants. he made his pitch in las vegas today. cooperation from republicans for immigration reform is suddently looking possible as latinos with voting power rejected gop candidates in the november election. not everyone agrees with the president comparing immigration reform to amnesty for those who've broken the law. but in this city of immigrants, chicagoans gathered to hear obama's speech. wgn's julian crews was with them to listen to what the president had to say. they are the faces of chicago's immigrant community, people of all colors and backgrounds from many parts of the world listening carefully to the president's words.

"we saw a very brave president of the united states." there's broad agreement with obama's view on immigraton here at casa michoacan, a non-profit cultural orgnaization in chicago's pilsen neighborhood, a community that's long been a refuge to newcomers. at the nearby mujeres latinas en accion organization which means, "latin women in action," there's cautious optimism that the tide has turned when it comes to immigration reform. we have been very hopeful. soon after the election it was clear where the latino community stood and what was important for the latino community. we are hopeful this is moving forward for so many reasons, others argue, the time for change is here. "it's morally right. economically sound and politically smart." for lawrence benito, head of the illinois coalition for immigrant and refugee rights immigration reform is long

overdue. but he agrees with the president's view that the time has come to fix the broken immigration system. a system that in the case of foreign graduate students sends them away when their visas expire. "we're giving them all the skills but then we turnaround and tell them you have to leave. take your skills to china to mexico or someplace else." if there's a concern with obama's vision and the plan being discussed by members of the us senate, it's the demand that the borders be secured before imigraton reform moves forward. immigrant activists fear it delay progress for many years and extend the suffering of many immigrant families. deportations are happening right now. 1,00 families a day are impacted. how long the path to citizenship when it finally happens?

but it's not just latino families anxious about what's to come. billy lawless is here. the chairman of the chicago celts for immigration reform says he's hoping and praying for change. we need the momentum to keep going and good people to do what is right because it is the right thing to do. the florida town that jumped into the spotlight when a man on community watch shot a black teenager has found its new police chief and it's a chicagoland cop. cecil e. smith elgin's deputy chief, has been offered the job of sanford police chief. that city's former chief was fired last year in response to how police handled the investigation of the trayvon martin shooting. smith started his career in elgin as a patrol officer in 1988. coming up in the medicial watch: hope for those suffering from a debilitating disease. one family's struggle with sickel cell anemia and how a new

of oklahoma. transportation secretary ray lahood announced today he's planning to resign. his departure is the latest of several changes in president obama's cabinet since winning re-election. the former republican congressman from illinois brought a bi-partisan element to the obama administration. the president issued a statement thanking lahood for his dedication, hard work, and years of service to the american people. secretary lahood said he'll stay on the job until his replacement is confirmed. it took 16 doctors an 13 hours of surgery but an iraq war vet who lost both his arms in combat has a new lease on life. brendan marrocco is just the 7th person in the united states to undergo a rare double arm transplant surgery. he lost his arms and legs in 2009 when an armored vehicle he was driving was hit by a roadside explosion in iraq. marrocco says the surgery is like a new beginning for his life. it has given me a lot of hope
